Since October 13, 2025, Liu Guantao has held the position of First Deputy General Director at Ural Oil & Gas LLP. He has over 17 years of professional experience in the oil and gas industry. Previously, he held leadership positions at Sinopec, Sagiz Petroleum Company, KarakudukMunai, and Batys-Munai, where he oversaw commercial operations, administrative management, field development, and production processes.
He graduated from Northeast Petroleum University (China) with a degree in Engineering Geology and later earned a Master’s degree in Geochemistry from China University of Petroleum (Beijing). He also studied at Ufa State Petroleum Technological University (Russia), majoring in Exploration and Prospecting of Mineral Resources. In addition, he holds a Doctor of Business Administration (DBA) degree from Narxoz University (Kazakhstan).
Liu Guantao's extensive management and international experience, combined with his in-depth knowledge of oil and gas geology, commerce, and strategic administration, will strengthen the management team at Ural Oil & Gas LLP and contribute to the company's further development.
